Importing Seeds & Plants into Japan: Who Handles Certificates, Quarantine and Customs?

Shipping commercial seeds, seedlings, bulbs or other planting material to Japan? Gemslinks can arrange a Japanese Customs broker and coordinate the agreed plant-inspection workflow with the importer or its appointed representative. We help identify which official documents must come from the exporting country and what must happen before Customs clearance and delivery.

Typical route: Botanical identity and origin check → country-specific quarantine requirements → official export-country phytosanitary certificate / special tests where needed → Japan Plant Protection Station (PPS) inspection → Japan Customs permission → delivery. Domestic seed-sale requirements are a separate responsibility.

01

Plant Types, Origin & Quarantine Status

Which Seeds and Plants Can You Import into Japan?

Start with the botanical identity, plant part, intended use and where it was produced. A commercial name or HS code alone cannot establish the Plant Protection Act requirements.

Japan's Plant Protection Act regulates a broad range of living plants and plant products to prevent harmful pests and diseases from entering the country. The requirements depend on the scientific name, plant part, purpose, country or region of production, and country of export. A shipment that can legally enter from one origin may face extra conditions or a prohibition from another.

Seeds for cultivation

Vegetable, flower, field-crop and other sowing seeds. Seed treatment, coating, species and production lot can affect the inspection plan.

Live plants and planting material

Seedlings, rooted plants, cuttings, grafting material, bulbs, tubers and certain sterile tissue cultures. Some categories require post-entry quarantine cultivation.

Other regulated plant products

Cut flowers, fresh produce, grains, beans, timber and certain unprocessed botanical products. The requirements are not identical to planting seeds.

First classify the plant's import status

Regulatory category Typical situation What this means before shipping
Import-prohibited Specified plants from restricted origins; soil, soil-attached plants and other prohibited materials. Do not dispatch on an assumption that ordinary inspection will legalise the goods. Limited statutory exceptions require a separately confirmed route.
Inspection + phytosanitary certificate Most regulated seeds for sowing, live nursery plants and other inspectable plants. Have the exporting-country NPPO issue the proper certificate; arrange an arrival inspection in Japan.
Additional exporting-country measures A species / origin combination requiring official field inspection, molecular diagnosis, treatment or certificate additional declarations. Complete the specified measures before export. A later Japanese inspection does not automatically replace them.
Post-entry quarantine cultivation Certain fruit-tree plants, bulbs, cuttings and other designated propagating material. Plan the authorised post-entry cultivation and holding period, not ordinary immediate resale or planting.
Certificate exemption or outside inspection scope Some specified non-propagative processed or low-risk products. Check the precise legal exemption: a certificate waiver may still require import inspection.

An import permit is not the usual first document

For ordinary non-prohibited plants, Japan does not operate a general Plant Protection Station import-permit system. That does not remove the requirement for an exporting-country phytosanitary certificate (where applicable), Japan-side inspection or any other-law permissions. See the MAFF explanation.

Use the Plant Protection Station import-conditions database as the starting point. Search using the correct species, plant part and origins; the database is not a substitute for checking special notices or consulting the responsible Plant Protection Station. Commercial samples and small seed packets do not become exempt merely because their quantity is low.

For plants intended to be eaten or sold as food, the Plant Protection Act and the Food Sanitation Act may both apply. See the separate Food Import to Japan Guide. For cultivation seeds, our primary focus here is plant quarantine and related seed-business requirements.

02

Pre-shipment Document Checklist

What Documents Are Required to Import Seeds and Plants?

A single checklist connects the overseas grower, the official phytosanitary certificate, the Japan inspection application and separate Customs / domestic-sale records.

Not every item below applies to every shipment. Identify mandatory export-country certificates and tests before packing the goods. Product and lot records can be gathered early; Japan-side applications and Customs documents are prepared around the actual shipment.

Documents & Supporting Information

Document / Information Main Purpose Prepared or Issued By Plant Examples / When Required
Botanical Identification & Intended Use
学名・部位・用途情報
Identify regulated plant and determine conditions Overseas producer / exporter Scientific name, variety where known, seeds vs rooted plants vs cuttings, sowing / planting / food / processing purpose.
Production Origin & Lot Records
生産地・ロット・トレーサビリティ資料
Verify product origin, regulated origin and traceability Producer / grower / exporter Country or region grown, production lot, harvesting or packing details; export country alone may be insufficient.
Phytosanitary Certificate
植物検疫証明書・検査証明書
Official export-country phytosanitary assurance Exporting country's National Plant Protection Organization (NPPO) Normally needed for regulated planting seeds and live plants. Must be an acceptable government-issued certificate, not just a supplier declaration.
Required Additional Declaration
植物検疫証明書の追加記載事項
Record compliance with specified Japanese pest requirements Exporting-country NPPO Only where the species / plant part / origin demands prescribed wording or pest-specific measures; not a universal declaration.
Official Field-Inspection Evidence
栽培地検査に関する記録
Support required growing-season inspections Exporting-country NPPO / responsible authorised body Where field inspection is mandated. The required statement is reflected in the official phytosanitary certificate; stand-alone reports may be supporting records.
Official Sampling & Diagnostic Results
公的採取・病原体検定結果
Demonstrate prescribed pathogen-specific export measures Authorised sampler / laboratory under the exporting-country regulatory arrangement When prescribed molecular, serological or other tests apply. Sample size, chain of custody, method and official certification must be checked for that case.
Treatment / Sterile-Culture Information
処理記録・組織培養資料
Support conditional treatment or tissue-culture requirements Producer / laboratory / NPPO as appropriate Treatment details where performed or required; origin, aseptic method and container records for relevant tissue cultures.
Plant Import Inspection Application
植物、輸入禁止品等輸入検査申請書
Formally request Japan-side plant quarantine examination Japanese importer or appointed representative For regulated plants arriving at the responsible port / airport; may be filed from seven days before planned import.
Authorisation / Power of Attorney
委任状
Evidence of authority to make the inspection application Japanese importer If a broker or other representative files: ensure the mandate covers plant quarantine, not only Customs.
Commercial Invoice & Packing List
商業送り状・梱包明細書
Consignment identification and Customs documentation Overseas exporter / seller Identify botanical items, origin, lots, quantities, units and package counts. Especially important when many seed varieties share one shipment.
Bill of Lading / Air Waybill
船荷証券・航空運送状
Transport and import consignment identification Carrier / freight forwarder Ocean or air shipment as applicable; correlate shipment with inspection application and bonded-location details.
Japan Plant Quarantine Pass Evidence
植物検査合格証明書・合格証印等
Evidence of successful applicable plant inspection Japan Plant Protection Station (PPS) Issued / recorded after the required examination is passed, according to cargo and filing method. Needed for the subsequent Customs confirmation.
Customs Import Declaration / Permission
輸入申告・輸入許可
Customs permission and release Appointed licensed Customs broker files; Japan Customs decides Import entry with values, classification and applicable other-law documentation. A passed plant inspection is not Customs permission.
Designated-Seed Seller Notification & Labels
種苗業者届出・指定種苗表示
Domestic sale compliance for designated seeds Japanese seed seller / responsible business Where the Seed and Seedlings Act applies to the seller and designated seeds. Some retail-only sellers have notification exceptions; labelling can still be required.
Other-Law Permit / Variety Rights Records
他法令の許可・品種権関係資料
Address separate non-quarantine restrictions Importer / rights holder / relevant authority Only where applicable: CITES, invasive-alien-species controls, Cartagena Act/LMO rules or protected plant-variety rights.
Food Import Notification Documents
食品等輸入届出関係資料
Separate Food Sanitation Act process Japanese importer / authorised broker Only where the actual commodity is imported for sale or business use as food or an ingredient; distinct from planting-seed quarantine.

A laboratory report does not automatically replace the official certificate

The overseas laboratory may provide diagnostic results, but the exporting-country NPPO issues the phytosanitary certificate and any required official additional declaration. An ordinary commercial test report, a supplier statement and a Japanese plant-inspection pass are separate documents. The PPS must accept the evidence under the particular import condition.

Certificate format: Japan generally expects the government-issued original or an officially acceptable equivalent. The PPS recognises certain certified copies and verifiable electronic documents; do not assume an ordinary unverified scan is enough. The form and authenticity rules should be checked with the representative before shipment. See the PPS import FAQ.

03

Parties & Actual Responsibility

Who Handles Each Procedure When You Work with Gemslinks?

One coordinated logistics contact does not mean one company is the authority, the laboratory and the Customs broker.

You do not need to independently locate every Japan-side service provider. For a shipment we accept, Gemslinks can arrange a Japanese customs broker or coordinate with the importer's existing broker. We also establish whether that broker can act as the plant inspection applicant's representative, or whether a separate representative is needed. The exact scope is confirmed before formal filing.

Party What They Actually Do Responsibility / Limitation
Overseas producer / grower Confirms accurate species, plant part, growing location and lot; supports necessary field inspections and sampling. Source of production facts; does not issue Japan import clearance.
Overseas exporter / shipping agent Coordinates export declaration, transport booking, appropriate packaging and commercial / transport documents. Must not ship before required official export measures are complete.
Exporting-country NPPO Carries out or controls applicable official phytosanitary certification, field inspection, special measures and additional declarations. Government issuer of the phytosanitary certificate.
Authorised testing body, when required Performs prescribed diagnostic tests and produces findings from appropriately collected samples. Lab results support, but are not the same as, the government phytosanitary certificate.
Japanese importer Identifies the intended use and import status, appoints representatives, pays agreed charges and meets legal / domestic-sale responsibilities. Legally responsible as importer; Gemslinks does not automatically become Importer of Record.
Gemslinks Collects shipment facts, arranges or liaises with an accepted broker / inspection representative, coordinates transport, timing, quotations and delivery. Operational coordinator under the agreed scope; does not itself make government inspection decisions or laboratory diagnoses.
Appointed Customs broker / plant-inspection representative A licensed Customs broker handles Customs entry; the importer or an appointed representative can prepare / submit the separate plant inspection application and follow up. Confirm explicitly who files the plant application and that their authority covers it.
Japan Plant Protection Station (MAFF) Examines certificate and import conditions, performs plant quarantine inspections and required tests, determines pass / corrective action. Government authority for plant quarantine, separate from Customs.
Japan Customs / warehouse / carrier Customs decides import permission; warehouse provides controlled access and release; carrier moves goods under permitted conditions. Physical delivery follows applicable clearance and handling authorisations.
Domestic seed business / distributor Checks designated-seed seller notification, statutory labelling, relevant plant-variety rights and downstream compliance. Domestic marketing duties are not approved merely by import quarantine passage.

Three different organisations, three different outcomes

Exporting-country NPPO: issues the phytosanitary certificate and official assurances. Japanese PPS: decides the plant-quarantine inspection outcome. Japan Customs: grants or denies Customs import permission. Gemslinks coordinates communication and shipment actions, but does not issue these approvals.

04

Import Process — Actor, Document & Completion

How Does the Seed and Plant Import Process Work, Step by Step?

The sequence links the identification and documents in chapters 01–02 to actual responsible parties in chapter 03.

The normal route is export-country phytosanitary preparation → Japanese plant inspection application and examination → Customs import permission → delivery. Required growing-season tests must happen before dispatch. Domestic sale preparation can often run in parallel; post-entry quarantine cultivation, if legally required, changes the ordinary release and use plan.

01

Plant & origin check

Producer / importer identify plant, plant part, growing country and applicable quarantine conditions.

02

Export-country evidence

Grower / NPPO arrange required official field checks, tests, additional declarations and certificates.

03

Shipping & Japan filing

Exporter books an accepting carrier; authorised representative applies for PPS inspection in the permitted window.

04

PPS review & inspection

Officers review certificates and examine plants, with additional tests or quarantine cultivation if required.

05

Customs & delivery

Broker handles Customs entry; after permission and terminal release, Gemslinks coordinates delivery.

06

Domestic sale readiness

Importer / seed seller prepares required labels, notification and other Japanese business rules in parallel.

Process, Responsible Party, Documents and Completion

Stage / Process Main Responsible Party Documents Used or Produced Completion / Next Step
01. Product / origin identification Producer, Japanese importer; Gemslinks / representative coordinate Scientific name, plant part, use, growing location, seed lot / photos Confirm the exact product and identify missing facts; no claim of import approval.
02. Import-condition review Japanese importer with appointed representative; PPS consulted as needed PPS database / notices, species and origin facts, conditional other-law check Know whether prohibited, inspection-only, special export measures or quarantine cultivation applies.
03. Export-country readiness Overseas grower, NPPO and authorised laboratory if relevant Official field check / tests, additional declaration, phytosanitary certificate Obtain all required pre-export government evidence before dispatch.
04. Cargo and Japan application Exporter / carrier; importer or authorised inspection representative Invoice, Packing List, B/L / AWB; Plant Import Inspection Application Confirmed arrival and inspection location; properly lodged application, not cargo release.
05. PPS quarantine decision Japan PPS; warehouse enables examination; test / cultivation actors when needed Phytosanitary certificate, application, results, quarantine-pass evidence Plant inspection passed or specific further action, holding or refusal identified.
06. Customs / inland delivery Licensed broker, Japan Customs, Gemslinks / transporter Customs entry, PPS pass evidence, duties / tax and delivery details Customs permission and terminal release confirmed; agreed delivery proceeds.
07. Domestic sales / propagation Importer, seed seller or horticultural business Seed seller notice, required information on labels, protected-variety / other-law records Meet activity-specific legal requirements before the relevant domestic sale or regulated use; may be prepared in parallel.

Do not confuse application acceptance, quarantine pass and Customs permission

An inspection application is not a plant quarantine pass. A passed Japanese plant inspection is not Customs import permission. When the law requires post-entry quarantine cultivation, follow its prescribed holding and release controls separately from ordinary cargo delivery.

05

Formal Plant Quarantine & Official Review

How Are Phytosanitary Documents and Japan Import Inspection Reviewed?

The exporting-country NPPO certifies the shipment; an importer or appointed representative files with Japan PPS; PPS decides the quarantine outcome.

05.1 — Exporting-country phytosanitary certification

For regulated goods, the exporter obtains the Phytosanitary Certificate (植物検疫証明書) from the exporting country's official National Plant Protection Organization (NPPO). It identifies the consignment and supports compliance with the applicable requirements. If Japan requires a prescribed additional declaration or a special measure, the official certificate must reflect that requirement.

Where mandatory field inspection, molecular diagnosis or another specified export-country measure applies, it is not enough to book a laboratory test without checking the official regulatory arrangement. The exporter should establish who can sample, which method / lot size applies, what the NPPO must confirm and whether any certificate wording is mandatory. When goods pass through a third country, check whether a valid re-export phytosanitary certificate or supporting original-origin documents are required; transit alone does not change the true production origin.

WHO CERTIFIES?

The exporting-country government NPPO, based on its official examination or accepted procedure—not the shipping company.

WHAT IS CERTIFIED?

The actual botanical consignment and any additional Japanese condition required for its species and origin.

WHEN?

Complete prescribed production-site measures and certification before departure. Some testing cannot be recreated after shipment.

05.2 — Japanese Plant Import Inspection Application

In the standard commercial workflow, the Japanese importer or an appointed representative submits the Application for Import Inspection of Plants, Import-prohibited Articles, etc. (植物、輸入禁止品等輸入検査申請書) to the Plant Protection Station responsible for the arrival port or airport. The application can be accepted from seven days before the planned import date. PPS describes electronic routes including NACCS plant-quarantine functions (APS).

Gemslinks confirms the actual filing party. An accepted Customs broker may also represent the importer for plant inspection if the work and authorisation are agreed; it is not automatic simply because the broker will file the Customs entry. The importer may need a plant-quarantine-specific authorisation or a mandate that expressly covers it.

Filing / review topic Information required Who supplies or checks it
Applicant and representative Japanese importer, representative and authority to act Importer / appointed broker or representative
Plant identification Botanical species, part, intended use, lot, packages and quantities Producer / exporter; representative reviews
Origin and export Country / region of production, exporter, shipping route and certificate reference Grower / NPPO / exporter
Cargo arrival Port / airport, shipping reference, planned arrival and inspection location Carrier, forwarder, warehouse
Official evidence Phytosanitary certificate, additional declarations, other required information Export-country NPPO; Japan representative verifies submission

05.3 — What does Japan PPS check?

PPS checks whether the plants are prohibited, whether the government-issued phytosanitary document and any required declarations meet Japanese conditions, and whether the consignment matches the submitted records. Arrival inspection for pests and any necessary precision tests are discussed in 06 — Inspection & Testing.

Official review outcome Next procedural action What Gemslinks communicates
A. Documents in order Proceed to the physical / prescribed plant inspection and obtain the actual decision. Inspection scheduling and readiness of the cargo.
B. Clarification / certificate verification Importer / representative contacts the NPPO, producer or PPS; supply acceptable correction or authentication only if permitted. Precisely which item is missing and whether export-country action is still possible.
C. Specific sampling or additional testing PPS directs inspection or detailed testing; keep the consignment under applicable control. Who acts, anticipated hold and storage / handling effects.
D. Prohibited / unmet mandatory condition Ordinary import cannot proceed; PPS directions and legal options must be confirmed. No promise of later approval; identify lawful disposal / return or other authorised action.

Certificate authenticity matters

PPS generally requires the official certificate original or an accepted alternative. Its FAQ lists qualified certified copies and certain verifiable electronic certificates. A scanned attachment from the supplier should not be treated automatically as an acceptable original-equivalent document. Confirm the export country and verification route before cargo leaves.

05.4 — Which Quarantine Pests and Plant Diseases Are Regulated in Japan?

Japan's Plant Protection Station (PPS) maintains an official quarantine pest list under the Plant Protection Act. The 18 June 2026 version of Annexed Table 1 contains 1,021 listed entries: 751 injurious animals and 270 injurious plants, microorganisms and diseases. The entries are organised into seven categories.

The table combines the official category totals with selected examples. It gives importers an overview of the types of pests that can affect tomato seeds, pepper seeds, grains, seedlings, seed potatoes and nursery plants, without implying that every organism must be tested for every shipment.

Japan's 1,021 Listed Quarantine Pests and Diseases

Quarantine Pest Category Listed Entries Representative Pests / Pathogens Relevant Plants & Products

Source: Ministry of Agriculture, Forestry and Fisheries (MAFF), Plant Protection Station, Quarantine Pest List (Annexed Table 1), updated 18 June 2026. The counts are official; the organism and commodity examples are illustrative, not a product-specific testing schedule.

Why Do These Categories Matter for Seed and Plant Importers?

Being listed as a quarantine pest does not mean every seed or plant shipment must be tested for it. For particular combinations of plant species, plant part and country of production or export, Japan may prohibit imports or require official measures in the exporting country, including pest-specific testing or an additional declaration on the Phytosanitary Certificate.

For example, tomato seeds and pepper seeds may be affected by requirements relating to ToBRFV, PSTVd, CLVd or PCFVd. Whether one or more of these requirements applies depends on the specific botanical product and country: the four names are not a universal seed-testing checklist.

Check the plant and origin before committing to shipment

Ask the supplier for the scientific name, plant part, country of production, exporting country and intended use. Confirm the relevant requirements against the PPS Import Conditions Database and, when applicable, the official lists of special measures in exporting countries (Annexed Table 1-2) and conditional import prohibitions (Annexed Table 2-2). Requirements can change; check the current applicable version before export.

What happens if testing or an inspection is required? The exporting-country National Plant Protection Organization (NPPO) and Japan PPS determine their respective official procedures. For who arranges sampling, examination time, additional costs and cargo-release restrictions, see 06 — Inspection & Testing.

06

Physical Inspection, Laboratory Testing & Quarantine Cultivation

If Plant Inspection or Laboratory Testing Is Needed, Who Does It?

The word “inspection” covers export-country official measures, Japan arrival checks, detailed laboratory diagnosis and, for some planting material, post-entry cultivation.

Most regulated plants receive an import inspection, but not all undergo a new molecular test at every stage. The inspection method, sampling quantity, required certificate statements and whether the consignment can proceed depend on the commodity, origin and current PPS rules. Gemslinks does not collect official samples or perform pathogen diagnosis.

Different inspection and test pathways

Procedure Actual operator / evidence When it matters / effect on release
Official field inspection overseas Exporting-country NPPO or designated official programme; result reflected in phytosanitary certification. For specified plants / origins requiring inspection during cultivation. May be impossible to remedy after harvesting.
Pre-export pathogen diagnosis Officially recognised sampler / testing entity under the relevant NPPO scheme; required additional declaration on certificate. For regulated seed-borne pathogens or other specified pests, using the prescribed test method and sample conditions.
Japan arrival plant inspection Japanese plant-quarantine officers at the responsible location; representative / warehouse provide the goods. Normal controlled inspection of the actual consignment; passing is recorded as plant-quarantine evidence.
Japan detailed identification / laboratory test Japan PPS or appropriate official testing procedure, including microscopic, culture or molecular methods. When necessary under the inspection regime; clearance can be delayed pending the official decision.
Post-entry quarantine cultivation PPS / authorised facility supervises required isolation and observation. For designated planting materials such as certain fruit-tree propagating material and bulbs; ordinary immediate final use may be restricted.

What happens when a detailed Japan test is required?

1

PPS identifies the regulated issue

The plant quarantine officer determines the relevant pest, specimen quantity, method and whether the goods must remain under control.

2

Representative and Gemslinks coordinate

The appointed representative confirms warehouse access and the operational schedule. Gemslinks communicates the expected logistics / holding impact and any third-party costs.

3

Official sampling and diagnosis

Authorised officers or laboratories collect and test samples under the applicable regime; the producer may be asked to clarify lot or origin data.

4

PPS determines what follows

If the requirements are met, applicable quarantine-pass evidence can be confirmed. If not, PPS determines whether treatment, return, disposal or another lawful course is available.

Current operational notice — allow time for precision testing

As of 15 October 2026, MAFF advises allowing approximately 1–2 months for certain gene-based tests and 1–2 weeks for certain Baermann-method tests currently carried out at import. These are indicative for affected plant inspections, not standard lead times for every seed shipment. The actual scope and schedule must be checked for the particular import. Current MAFF plant inspection notice →

A practical seed example — when origin testing matters

A commercial lot of Capsicum annuum seeds for planting may require a more detailed check than an invoice and a general phytosanitary certificate. Japan's requirements for the exact production country, plant part and applicable quarantine pests determine whether the exporter needs an official molecular diagnosis or other evidence before the NPPO can certify the lot. A private laboratory's standard certificate of analysis does not, by itself, prove compliance with an officially prescribed export-country measure.

Do not treat the example as a fixed test panel for all pepper seeds. The importer and export-country partner should check current conditions for the precise origin and shipment. For some plants, failure to satisfy the required overseas measure makes import prohibited rather than merely subject to a Japanese arrival test.

If a pest is detected or a mandatory measure was omitted

An import that fails inspection is not automatically eligible for treatment. Depending on the pest and legal status, the authority may require disinfection, return or destruction; for certain failures, disinfection is not a permitted alternative. The importer must approve the available operational response and bear applicable third-party costs under the contract.

07

Customs Permission & Domestic Business Rules

When Can Seeds and Plants Clear Customs — and Be Sold in Japan?

Passing plant quarantine, receiving Customs permission and satisfying domestic seed-business requirements are different checkpoints.

For regulated plants, the appointed broker confirms the Japan PPS quarantine-pass evidence before completing Customs clearance under the applicable other-law confirmation. Japan Customs grants import permission separately. After Customs permission and release by the terminal / warehouse, Gemslinks coordinates the agreed delivery. A phytosanitary certificate from abroad alone does not permit delivery to the Japanese buyer.

1

Plant quarantine outcome

PPS completes the required inspection and records a pass, or specifies any further legally required control or cultivation restriction.

2

Japan Customs declaration

The licensed broker completes Customs classification, value, duties / taxes and supporting other-law confirmation; Japan Customs decides the entry.

3

Cargo release and domestic delivery

After permission and physical release conditions are met, Gemslinks coordinates the agreed destination, temperature care or special handling.

4

Domestic sale / growing readiness

The Japanese business independently confirms relevant Seed and Seedlings Act duties, variety rights, regulated-organism rules and any limitations on propagation or distribution.

Which requirements may remain after Customs permission?

Domestic / other-law issue Who is responsible What to check
Seed and Seedlings Act (種苗法) Japanese seed business / importer Designated-seed labelling and, where applicable, seed-seller notification. Retail-only sellers may have a notification exception, not a blanket labelling exemption.
Plant breeders' rights / registered varieties Importer / rights holder / distributor Whether a registered / protected variety or licensed reproduction / sale creates separate legal restrictions.
Cartagena Act / living modified organisms Importer and relevant MAFF / other competent authority Whether planting material involves regulated GMOs or case-specific import notices / inspections.
CITES / invasive species Importer and competent authorities Whether protected orchids, other listed plant taxa or restricted invasive species require additional clearance or are prohibited.
Food Sanitation Act, if marketed as food Japanese food importer / authorised broker and responsible food business Applicable MHLW food notification, standards and domestic sale rules, separate from plant quarantine.

Seed sales notification and labels are not plant quarantine certificates

MAFF regulates designated-seed distribution under the Seed and Seedlings Act. Some commercial seed sellers must notify MAFF, and product information labelling can be required even for retail-only sellers who are exempt from the notification. Applicable rules must be confirmed for the product and business model; passing PPS inspection does not approve a seed retail label. See MAFF designated-seed system.

Related official sources: Japan Customs — Plant Protection Act requirements · MAFF — GM-related planting-seed import checks. The applicable Seed and Seedlings Act provisions, including changes made in 2026, should be checked against their effective dates before starting a regulated seed-sales operation.

08

Typical Charges, Delays & Failure Scenarios

What Will a Seed or Plant Import Cost — and What May Be Extra?

The official Japanese plant inspection fee, professional service charges, overseas certification costs and contingent holding costs must not be presented as one fixed tariff.

The Japan Plant Protection Station itself does not charge an ordinary plant-import inspection fee, according to its official FAQ. However, that does not make the shipment free of charges: an overseas NPPO or laboratory, the nominated representative, Customs broker, warehouse and carrier may each charge for their own work. Costs depend on the exact plant and route.

Cost Item Usual / Conditional Explanation
Export-country certification / official tests Country / species / test dependent NPPO fees, authorised testing, official sampling, travel or certificate processing can be charged locally; not universal.
International freight & origin handling Normal operational scope Pickup, packaging, carrier, air / ocean charges and export-side handling as quoted.
Japan PPS government inspection fee Normally no official inspection fee MAFF states it does not charge a fee for Japan-side plant import inspection. This does not mean all related commercial services are free.
Appointed broker / plant application service Contracted professional charges Plant inspection application handling and separate licensed Customs clearance service, as agreed with the actual provider.
Japan terminal / warehouse / domestic delivery Normal unless changed by examination Storage, examination access, delivery and special packaging / handling subject to quotation.
Duty and consumption tax Commodity / customs value dependent Japanese Customs classification and applicable treatment; confirmed by the appointed broker.
Extra testing, delay or special treatment Conditional Origin re-tests, Japan detailed inspection holds, storage, demurrage, treatment, controlled cultivation, reshipment or destruction.

What most often changes the quotation?

Standard eligible consignment

Correct origin and plant identity, phytosanitary certificate issued, arrival inspection passed, Customs permission granted and ordinary delivery.

Missing special export measure

A species / origin combination required overseas testing or an additional declaration that was not arranged. The shipment may be ineligible for ordinary import.

Japan precision test or post-entry quarantine

Detailed diagnosis, controlled storage, lengthy cultivation or other authority procedures delay normal release and increase third-party costs.

Prohibited or failed consignment

No guarantee of import permission. Legal alternatives may include permitted treatment, return or disposal, each with practical expense.

Approval of additional paid work

Where practicable, Gemslinks informs the responsible customer of the reason, responsible party, indicative cost and expected operational impact before arranging additional paid laboratory, handling, return or disposal services. Emergency terminal or legally required actions may still create immediate charges. We do not guarantee a fixed arrival-to-release time without a product-specific PPS assessment.

Practical FAQ — Situations That Change the Route

Questions About Certificates, Testing and Shipment Methods

Can we import a small packet or commercial sample without plant quarantine?

Usually not merely because it is small. MAFF expressly covers low-volume commercial samples and regulated plants regardless of shipment size. Check the actual plant, purpose and any specific exemption before shipping.

Does Japan issue an import permit for ordinary planting seeds?

Generally, no broad PPS import permit is needed for ordinary non-prohibited plants. Instead, the exporter may need a government phytosanitary certificate and the shipment needs a Japan arrival inspection. Special exceptions for prohibited items and other laws are separate.

Is a scan or PDF of the phytosanitary certificate sufficient?

Do not assume so. The PPS accepts the original and certain defined equivalents, including qualifying certified copies or verifiable electronic certificates. Have the representative check the issuing country's accepted format and verification method.

Can the Japanese inspection replace a required PCR or official export-country test?

No, not by default. When Japanese conditions expressly require a special measure in the exporting country and an NPPO declaration, a routine arrival test is not automatically a substitute. Check the exact pest and origin rules first.

Can we use international post or a courier rather than air cargo?

Plant quarantine law permits certain postal / courier routes, but carrier acceptance and the practical inspection procedure are separate matters. Some express operators do not accept regulated plants. Confirm the service, parcel declaration, certificate and Japanese inspection handling before dispatch.

What if the seeds are shipped via a third country?

The production country and phytosanitary history remain relevant. Depending on actual re-export circumstances, an additional or re-export certificate may be necessary. Confirm the route with the NPPO and Japan-side representative rather than assuming a transit country resets the origin.

May rooted plants arrive with ordinary garden soil attached?

No. Soil and plants with soil attached are generally prohibited for import. Alternative growing media require their own confirmation; a different substrate is not automatically compliant.

If the first shipment passes, can the next one skip inspection?

No automatic repeat exemption. Import inspections are generally shipment-specific because plant pest risk may vary with each lot, growing season and consignment.

Does a quarantine pass mean I may sell seeds immediately in Japan?

Not necessarily. Japan Customs must separately grant import permission, and the domestic seed seller may have designated-seed labelling, notification, protected-variety or other obligations.

Can agricultural produce be included in the same import?

Potentially, but the commodity and origin determine plant quarantine. Produce imported as food may also require the separate MHLW Food Sanitation Act procedure. Mixed consignments should be assessed item by item.
