Small shipment is not defined by weight alone. A 10 kg compact carton and a 10 kg oversized carton can lead to completely different shipping choices.

How this guide uses the terminology: Shipping Option means the service you actually choose — for example EMS, Express Courier, Air Freight or Ocean LCL. Transport Mode only describes how that option physically moves, such as Air or Sea.

What does “AVIA” mean? AVIA simply means Air Mail. It describes the transport mode, not a separate shipping option. In this guide, the main tables use the simpler term Air.

Major Japanese domestic parcel carriers also offer international delivery services, sometimes using overseas partner networks. These can be convenient for customers already using those carriers in Japan.

Postal Services

Japan Post Packet and Parcel Options

For clarity, this guide groups Japan Post into two practical categories: Packet for very small goods and Parcel for standard parcel shipments. The official Japan Post service names are explained inside each category.

Japan Post Packet: Small Packet & Tracked Packet

Small Packet

Japan Post positions Small Packet as an economical way to send small articles. The maximum weight is 2 kg. For a normal rectangular package, the maximum length is 60 cm and length + width + thickness must be within 90 cm. It can use Air or Surface transport where the destination service is available.

Tracked Packet (official name: International Air Packet)

International Air Packet is also for goods up to 2 kg, but it is an air service with tracking. Japan Post renamed the former International ePacket Light service to International Air Packet on June 1, 2026.

Practical distinction

If the parcel is very small, postal services should normally be checked before assuming that express courier or freight forwarding is necessary.

Japan Post Parcel: EMS & International Parcel

EMS

EMS is Japan Post's priority international service. Japan Post states that EMS can handle documents and goods up to 30 kg, although destination-specific conditions must still be checked.

International Parcel

International Parcel is for general goods and can use Air or Surface transport. Japan Post states a general maximum of 30 kg, but the actual weight and size limits vary by destination. Depending on the country, parcel standards can be as small as 105 cm maximum length / 200 cm length + girth or allow larger standards such as 150 cm / 300 cm.

Important

A parcel that is too large for Small Packet may still fit International Parcel. Before moving directly to courier, air freight or LCL, it is worth checking the destination-specific postal parcel conditions.

Japan Post Surface Mail: The Often-Overlooked Sea Option

Yes — where the destination service is available

Japan Post provides Surface Mail as a shipping type for eligible Small Packets and International Parcels. Japan Post describes surface mail as economical but very slow, with a general delivery guide of roughly two to four months.

Why Can a Light Shipment Become Expensive by Courier?

Actual weight is only one part of the calculation

Express couriers can use volumetric or dimensional weight when a package is large relative to its actual weight. The chargeable weight can therefore be much higher than the scale weight.

Common international-express example

Length (cm) × Width (cm) × Height (cm) ÷ 5,000 = volumetric weight (kg)

Example: 100 × 60 × 60 cm ÷ 5,000 = 72 kg

A carton that physically weighs 10 kg may therefore be rated much closer to 72 kg under a DIM-5000 rule.

LCL is freight, not a parcel service

Ocean LCL becomes a practical comparison when the cargo is bulky, palletized or too expensive by air, and the buyer can accept the longer sea-freight transit and cargo-terminal process.

Can Repacking Reduce the Shipping Cost?

Sometimes the biggest problem is not the carrier. It is the size of the carton the Japanese seller used.

Typical case The product is small, but the Japanese online shop used a very large box.
Why this matters

If the package contains a lot of unused space, the international price may be based on a much higher dimensional weight or cargo volume. A smaller safe outer package can sometimes change the shipping economics.

But do not reduce protection just to reduce dimensions

Fragile, high-value, heavy or irregular cargo may genuinely need cushioning, double cartons, wooden packing or another protective method.
